Making Your Property a Deer Destination - Wisconsin

 

Landowners can join DMAP year-round,
but the deadline is March 1 to be eligible for a site visit in 2022.

Deer hunters know that the seasons they hunt are just a part of the picture.  Whether you own property and want to manage it to improve deer and other wildlife habitat, or are spending time year 'round in the woods on public land, learning trails and scouting, deer hunting offers a great way to learn about and conserve our resources.  Wisconsin is offering this program for landowners in this effort. At FAMILY-OUTDOORS, we want to support these efforts as part of the broader goal of getting families and individuals in the outdoors!

MADISON, Wis. – The Wisconsin Department of Natural Resources (DNR) is hosting a virtual open house for the public to learn about our Deer Management Assistance Program. 

Join DNR staff and current Deer Management Assistance Program (DMAP) members via Zoom at 6 p.m. on Wednesday, Feb. 16. Be sure to pre-register to reserve your spot.

DMAP is a cooperative effort between the DNR, landowners and hunters to provide habitat and deer herd management assistance to those interested in managing their property for wildlife. Simply put, DMAP is a partnership for healthy deer, healthy wildlife and healthy habitat.

The DNR’s wildlife and forestry staff assist landowners with management practices that consider the ecological and social impacts that white-tailed deer have on the landscape. In return, DMAP cooperators can choose to share habitat information, collect biological data and participate in DMAP workshops.

This one-on-one relationship encourages communication and cooperation and makes DMAP a flexible and effective deer management program for private and public lands alike.

Since 2014, DMAP has helped Wisconsin landowners manage habitat for deer and other wildlife.

If you enroll 160 acres or more in DMAP by March 1, 2022, you will be eligible for a site visit by a DNR wildlife biologist and forester, as well as a customized management plan tailored to your property goals.

Landowners with properties of any size may enroll in DMAP at any time. And those with less than 160 acres may combine acreage with neighboring landowners to reach the 160-acre requirement and enroll as a DMAP cooperative.

Operation Deer Watch Launches Aug. 1 Wisconsinites Collect Scientific Data To Inform Deer Management

 


MADISON, Wis. – The Wisconsin Department of Natural Resources (DNR) will launch Operation Deer Watch on Aug. 1, allowing citizen scientists around Wisconsin to report deer sightings in their area, which provides crucial data for deer management.

Participation in Operation Deer Watch is simple, requires no registration and can be done using a computer or mobile device. DNR researchers ask participants to report deer sightings, including bucks, does and fawns, between Aug. 1 and Sept. 30 via an easy-to-use online form.

Data collected provides insights into the reproductive status of Wisconsin's deer herd and helps shape deer management for the state.

Many participants carry a printable tally sheet with them in the car to record sightings and then enter their results online later. For safety, participants should only record sightings when their vehicle is stopped, not while driving.

"This is a fun and useful opportunity for everyone to enjoy Wisconsin's plentiful wildlife," said Brian Dhuey, DNR Wildlife Population And Harvest Assessment Specialist. "The DNR encourages everyone interested in deer, from hunters and trappers to outdoor enthusiasts, to take part."

County Deer Advisory Councils also use data from the survey to develop deer season framework, harvest quotas and permit level recommendations.

Full Ahead: Modeling CWD in Wisconsin

The Southwest Wisconsin CWD, Deer and Predator Study is entering its second phase. Most of the fieldwork is finished, so now researchers are diving into the analysis portion of the project as data keeps rolling in.
This CWD study is the largest, most comprehensive deer research project ever performed in Wisconsin, and it is also one of the biggest CWD studies in the world. Dan Storm, Deer Research Scientist at the Wisconsin Department of Natural Resources (WDNR) and lead of the deer side of the project, said, “Its scale shows how seriously CWD is being taken.”
Storm continued, “CWD is here in a big way, and the problem is getting worse. Prevalence is increasing over time in the [counties] where it already exists and is spreading geographically. CWD is impacting a greater and greater portion of the deer population and portion of the people who interact with deer.”
Since its launch in 2016, the CWD Study has been focused on setting up the infrastructure needed for this project. The purpose of the capture component (Phase 1) of this project was to get the data generation machine flowing. GPS collars will continue to transmit their location until the animal dies or the collar’s battery runs out in 2-3 years, so the collaring phase was just the start of data generation, not the end. The animals need to keep living out their lives, and the GPS collars will continue to send us data about how they live and how they die.
Fortunately, the researchers have already received enough data from animals collared in past years to move into Phase 2 of the project. Phase 2 is where researchers begin to make sense of the stream of data they’ve been collecting. Storm said, “We’ve got a lot of good, quality data for this project. The more animals you catch, the more you can learn.” And if the 1,200+ animals that were captured and collared for this study are any indication, there is a lot researchers will learn about CWD in Phase 2.

What’s in store during Phase 2?

While data continues to flow in, Storm and his counterpart on the predator side of the study, Nathan Roberts, Furbearer Research Scientist at the WDNR, are ramping up the project’s data analysis phase. This phase aims to create a model for how CWD impacts our deer in Wisconsin. Roberts said, “We’ve realized that these [CWD] questions are really complicated. We can’t just look at a few variables at a time.”
Storm added, “These models are [therefore] very data hungry, because we have to account for so many different factors. Take survival, for instance. Right off the bat, you have differences in survival for each sex, age and CWD status. Just by having three different attributes to look at, you’ve already increased the sample size you need a bunch. Every little bit of complexity that’s added, increases the sample size needed.”
Roberts explained, “It is similar to how we think about human disease. You can look at the impacts of a disease on people, but that doesn’t tell you the whole story. To have a better understanding of what is going on, you need to look at some of the other factors like the impact of age or preexisting conditions. It’s the same with deer. You might think of predation even as a preexisting condition. We want to look at these important questions, not in isolation, but [together] with all these other factors that have the potential to impact the population.” Fortunately, Phase 1 was so successful at collaring a large sample size that the researchers will be able to look at CWD’s impact in a way that wouldn’t have been possible otherwise.

Why is modeling CWD so complicated?

CWD has the potential to change the likelihood that an infected deer dies from other causes, such as hunting, predation, and weather.
Let’s think of the deer population as a bag with ten marbles in it. Each year, three marbles are removed to represent annual deaths: one marble for hunting, one for predation and one for weather. At the same time, three marbles are added to represent that year’s new births, and the balance is maintained.
However, if CWD+ deer die more often during harsh winters, then two marbles need to be removed for weather (instead of one). Now, a total of four marbles are removed each year, yet only three are added. After a few years, there won’t be many marbles left in the bag.
Without incorporating these other variables and the potential of CWD to interact with them, researchers can’t fully understand the impact of CWD on deer.
Roberts said, “If we looked at these variables in isolation, it’s not very complicated. There [already] are models for individual factors like hunting or weather. What is unique here is that this study is comprehensive. We are integrating several sources of data into a single model.” With a large sample size and good analytical approach, such a comprehensive model is possible.
The researchers are currently at the beginning steps of building their model using the data that has already been collected, and more data will continue to flow in from the collars while the model is being built. Once the model is built and tested, the researchers will use the full dataset to analyze the effect CWD is having on the Wisconsin deer population.
David MacFarland, Wildlife Research Team Leader at the WDNR, said, “We are only at the halfway point. We still have a long road ahead of us.”

Upcoming Milestones in Phase 2

While we wait for the project to finish, we can look forward to a couple intermediate milestones. One upcoming milestone is the analysis of fawn survival. Since no new fawns are being collared, the monitoring period for these deer will finish soon, and the data can be analyzed.
Another milestone that our volunteers and nature lovers will enjoy is the analysis of juvenile dispersal. The year following their births, juveniles will begin dispersing around a larger area. In a few months, researchers will see the most recent batch of juveniles begin to disperse. Roberts said, “Each life stage presents different sets of challenges [for deer] and looking at each life stage gives us a fuller picture of the factors that influence deer populations throughout their lives.”
In addition to learning more about specific life stages of our deer, the researchers have also been expanding the team through collaborations. MacFarland mentioned bringing on research collaborators from the University of Wisconsin system and US Geological Survey during Phase 2. Two important collaborators, Alison Ketz, Assistant Scientist in the Department of Forestry and Wildlife Ecology at the University of Wisconsin-Madison, and Dan Walsh, Quantitative Ecologist at the U.S. Geological Survey’s National Wildlife Health Center, will play key roles in the model-building team.

Using our momentum

Phase 2 of the Southwest Wisconsin CWD, Deer and Predator Study is now underway and gaining initial momentum. The project’s success during Phase 1 set up the second phase to also be successful, and the researchers are confident that the project is in a great place. What we learn from this CWD study will better inform deer management decisions across the state, so stay tuned!
Roberts said, “In Wisconsin, wildlife are very important to our public. Wildlife and our communities are intertwined, so the public is very interested, not only in wildlife but having the information we need to make informed decisions regarding the management of wildlife.”

As a final thought, MacFarland said,
“If you care about deer, you should care about this project. CWD is a critical issue for deer management in the state. Like it or not, it is here and influencing our deer population.
If you are someone who values the ecosystems of the state, you should value this project. Deer are a primary influencer on our ecosystems. Not only on wildlife but on vegetation and other elements of the ecosystems. By understanding deer and their impacts, we learn about these critical ecosystems in the state.
If you care about conservation in Wisconsin, you should care about this project. The funding model we have for wildlife conservation across all of North America is based on funding through the sale of hunting licenses. Deer are the primary source of funding in Wisconsin. If there is something that is negatively impacting deer and therefore hurting deer hunting, then it’s negatively impacting the funding available for everything else we do in the state. The money that is generated not only funds deer management, but it funds prairie management, bird management, and the management of other important species.”

What aspects of this project get the researchers excited?

MacFarland: “This project has been cool, because it is an example of what we can do as an agency and what we can do as a research group. The scale of this project is bordering on unprecedented, in terms of the number of animals collared and the scope of the project. This project is a testament to what is possible as an agency, especially when we have the cooperation of citizens.”
Storm: “For me, the biggest thing to learn [in Phase 2] is the main question: What really is the impact of CWD on the deer population? There are also so many other things [to learn] like how species interact with the landscape and how being infected influences how deer move across the landscape.”
Roberts: “I’m really excited to have a better understanding of the indirect impacts of carnivores on deer. We know that carnivores eat deer, nothing too surprising there. But with the work we are doing, we are able to look beyond that first level question of do they eat deer and ask what the potential indirect effects are. Does the type of habitat that they are using influence how deer move on the landscape? Being able to look at the indirect impacts of these species that all share the same landscape, that’s really fascinating, and I’m excited to see what we learn there.”
“That and… bobcats and coyotes are both secretive animals, because they are very cautious and elusive. They are common, but people don’t get to see them often. In this study, we have been able to look closely at those species in a way we haven’t been able to before. The number of animals and the technology we are using has really allowed us to look into the lives of these animals and the population as a whole. That’s been really fascinating to me.”

Wisconsin: Report deer sightings to Operation Deer Watch

Wisconsin's residents can help with deer herd management by participating in this year's Operation Deer Watch, an annual citizen-science survey that collects information on deer. Data from this survey provides insight to the reproductive status of Wisconsin's deer herd for 2016 and helps shape deer management for the state.
"This is a fun and useful opportunity for all individuals and families to enjoy Wisconsin's plentiful wildlife," says Brian Dhuey, DNR surveys coordinator. "The Department of Natural Resources encourages anyone interested in deer, from hunters and trappers, to outdoor enthusiasts to take part."
To get involved, record all bucks, does and fawns seen during the day from Aug. 1 to Sept. 30. Daily observations can be tracked using an online tally sheet available at dnr.wi.gov, keyword "deer watch."
Data from the survey is additionally used by County Deer Advisory Councils (CDAC) when developing deer season framework, harvest quotas and permit level recommendations.

Wisconsin Deer Management Assistance Program continues to grow

MADISON -- In its third year of serving the people and wildlife of Wisconsin, the Deer Management Assistance Program continues to build relationships with landowners, hunters and property managers to manage deer and improve wildlife habitat.
Following the March 1, 2016 enrollment deadline, the Wisconsin Department of Natural Resources received 228 new DMAP applications covering over 124,000 acres in 62 counties. This brings the three-year total number of landowners involved in DMAP to nearly 1,000, with 220,980 acres enrolled in the program statewide.
"The DMAP cooperator base continues to expand, allowing for increased opportunities for private landowners, public land managers and DNR staff to properly manage forests while improving habitat for deer and other wildlife species," said Bob Nack, DNR DMAP coordinator. "The partnerships being developed to do good things for the wildlife we all enjoy are really impressive."
DMAP applicants can sign up at one of three levels of enrollment based on property size; each offers a different enrollment fee and set of benefits. Properties of any size can enroll at Level 1 at no cost to receive benefits such as consultation with a local DNR wildlife biologist, access to online deer and habitat management publications and participation in local DMAP workshops and citizen science opportunities. Properties greater than 160 acres can enroll at Level 2 or 3 for a minimal three-year fee. Along with all Level 1 benefits, Level 2 and 3 properties receive a site visit from a local DNR wildlife biologist and forester, a property-specific management plan and the potential for reduced-price antlerless harvest tags. Properties within a half mile of each other can combine acreage to sign up as a group cooperative and qualify for benefits at a higher enrollment level.
DMAP cooperators at any level may also attend one of several workshops offered around the state in the spring and summer of each year.
"DMAP workshops provide information on the habitat needs of deer and other wildlife, proper forest management techniques to benefit wildlife, cost-share programs for habitat improvement projects and much more," said Nack. "Our focus for these workshops is to get cooperators thinking about which strategies they could implement on their property to provide the best habitat for the wildlife they want to watch or hunt."
Summer workshops are open to DMAP cooperators, and combine professional presentations, discussion, hands-on activities and tours of DMAP properties to share information on the principles of wildlife habitat and deer management. Workshops also provide an opportunity to network with wildlife and forestry professionals and other DMAP cooperators.
Four summer workshops are scheduled for 2016:
  • July 22: Jefferson County
  • July 30: Sawyer County
  • August 13: Buffalo County
  • August 27: Juneau County
Overall, reception of DMAP continues to be positive. On average, 82 percent of DMAP cooperators rated the quality of service through DMAP as "good" or "very good." DMAP site visits also received high marks, with 91 percent of cooperators responding that they were "satisfied" or "very satisfied" with the site visit.
Landowners not currently enrolled in DMAP can attend the remaining summer workshops by signing up for DMAP at any time. Level 2 or 3 applications received now will immediately receive DMAP benefits and will be eligible for a site visit in 2017. Wisconsin Weekly Outdoor Report 6/10/2016

Musky fishing picking up on northern lakes and Green Bay; recent rains have raised water levels on Wisconsin and other rivers
Recent rains have added to high water levels across the state. The Wisconsin River is short on sandbars for the moment, but levels are dropping any may be near more normal levels by the weekend. That water will be welcome refreshment for those outdoors, as temperatures are expected to enter the mid-80s to high 90s. Mountain bike and all-terrain vehicle trails are wet and muddy some may be closed so call ahead to check on trail conditions.
Erratic weather and strong winds throughout the past week had kept fishing pressure sporadic throughout much of the state. However, angling success for species from panfish to trout, musky to northern pike, has been improving. The mayfly hatch on some northern lakes has put-off the walleye bite some, but musky anglers have been out in pretty good numbers and nearly all have been seeing fish, with good number also being boated. Bass action has been generally good on northern lakes, with some very nice catches of largemouth being made in the last week. Panfish action has been very good in between the rain storms, with bluegill, pumpkinseed and crappie providing some excellent. The bluegill nesting period is still occurring on many waters and some very nice fish have been found near the spawning beds.
On Green Bay, catch rates are on the rise along the east shore with anglers toward the end of the week into the weekend finding good numbers of hungry walleyes and the occasional yellow perch. Musky action was also good on the lower bay with multiple anglers catching 50-inch muskies. Walleye action also continued to be good along the west shore off Oconto and south to the Suamico River. Smallmouth bass anglers brave enough to battle the wind and waves along windy Door County shorelines did very well this past week with reports of 40-50 fish days.
Lake Michigan trout and salmon fishing is picking up with trollers reporting strong success for coho, rainbow and brown trout. Fishing pressure along the Milwaukee shoreline increased this week with a nice stretch of calm stable weather. Nice catches of coho salmon continue to be landed along with a few brown trout in the 5 to 6 pound range.
Greater numbers of does are dropping fawns and turkey broods are starting to band together and move about. Deer will be browsing for forbs or flowers in open areas, which provide the protein in their diet for antler and milk production. Velvet antler growth is now becoming quite visible on bucks. This is also the time of the "molt migration," during which geese begin heading north for the summer, where they will spend time until returning in early fall.
Spiderwort, wood phlox, columbine and Canada mayflower are in bloom. Yellow lady's slipper orchids are in bloom in Door County. Dragonflies, including the 12-spotted skimmer, common whitetail and dot white-face are being seen. Yellow swallowtail butterflies are numerous right now and a few monarchs have been observed. Crickets have responded to the temperature change and have been chirping songs of the coming summer.

October deer hunt for hunters with disabilities provides invaluable opportunity for hunters and landowners

Wisconsin landowners are reminded of an excellent opportunity to help other hunters enjoy Wisconsin’s outdoors and sponsor a deer hunt for hunters with disabilities. The deadline for sponsor applications is June 1.
Potential sponsors must have at least 60 acres of land available, and are required to allow access for at least three hunters if they are contacted. In 2016, the disabled hunt will be held Oct. 1-9.
A complete list of sponsors will be available on the department’s disabled deer hunt webpage after the June 1 deadline. Sponsors are required to submit a list of participants online or via mail no later than Sept. 1.

Chronic wasting disease confirmed in Crawford County, Wisconsin buck harvested on private land

MADISON -- The Wisconsin Department of Natural Resources Tuesday confirmed test results showing chronic wasting disease in a 3 1/2 year old buck harvested on private land in Crawford County.
Tami Ryan, DNR wildlife health section chief, said the result represents the first positive test for CWD detected in the county. The buck appeared healthy at the time of the kill, which is not unusual with CWD detections as it takes up to 16 to 18 months before infected animals display symptoms.
"Crawford County is already classified as a CWD-affected county, so the finding will not result in any regulatory changes," Ryan said. "We have interviewed the hunter to confirm the location, which is in the town of Clayton, west of Richland Center. The deer was harvested 13 miles from the nearest previous positive test result."
Crawford County and the surrounding counties of Vernon, Richland and Grant are already classified as CWD affected counties and have baiting and feeding bans in place.
DNR appreciates the assistance from hunters in providing samples from their harvest to advance monitoring efforts, Ryan said. CWD monitoring remains a priority for DNR and the department continues to work with cooperating taxidermists and meat processors within targeted surveillance areas. The department also has piloted new self-serve kiosks around the state to make it more convenient for hunters to submit deer heads for testing.
"Hunters have played a key role in expanding our knowledge of CWD in Wisconsin," Ryan said. "Their willingness to deliver samples is absolutely essential to disease monitoring efforts that inform our understanding of CWD distribution and prevalence."
Test results are generally returned within three to four weeks. To learn more about CWD in Wisconsin, search the DNR website, dnr.wi.gov for keyword "CWD." For information about restrictions on moving carcasses from areas affected by chronic wasting disease, search "carcass movement." Wisconsin's deer hunt continues through Jan. 31 for archery and crossbow harvest in some metro subunits.

A chronology of Wisconsin deer hunting from closed seasons to record harvests

MADISON - Wisconsin has a long and storied tradition of regulated gun deer hunting stretching all the way back to 1851. There have been many changes over the years, but few as dramatic as those experienced by hunters during the late 1990s and early 21st century.
1834 - Lafayette County, first reported crop damage by deer.
1851 - First closed season for deer, Feb. 1 - June 30; Indians permitted to hunt anytime.
1876 - Hunting with dogs prohibited statewide.
1887 - Two game wardens appointed by governor at a monthly salary of $50; night hunting prohibited statewide.
1888 - Game laws published in pamphlet form.
1890 - First chief warden appointed.
1892 - Lawful to kill any dog running or hunting deer.
1895 - Sheboygan first county closed to deer hunting; deer cannot be transported unless accompanied by hunter; last October deer season in state.
1897 - First bag limit for deer, two per season; resident license costs $1, nonresident license costs $30; estimated license sales total 12,000.
1900 - Twelve hunters killed by firearms.
1903 - Estimated 78,164 licenses sold.
1905 - Salt licks prohibited.
1909 - Season 20 days long, limit one deer; first civil service exam given on a competitive basis for prospective wardens.
1910 - Deer populations drop to record low numbers due to unregulated hunting and market shooting.
1914 - Twenty-four hunters killed, 26 injured; license sales at 155,000
1915 - First buck only season.
1917 - Shining deer illegal while possessing a firearm; Conservation Commission delegated some powers related to deer season, but legislature retains authority to set seasons; deer tags (paper) required for the first time...they cost 10 cents.
1919 - Estimated kill is 25,152.
1920 - First use of metal deer tags...they cost 10 cents.
1921 - Wardens are instructed that "all deer found in possession...with horns less than three inches in length, is a fawn and should be confiscated."
1924 - Estimated kill is 7,000.
1925 - Legislature passes law closing deer season in alternate years.
1927 - No open season.
1928 - Deer hunters required to wear official conservation button while hunting; Game Division formed with Conservation Department; estimated kill is 17,000 with 69,049 deer tags sold.
1929 - No open season.
1930 - Estimated kill is 23,000 with 70,284 deer tags sold.
1931 - No open season.
1932 - Deer tag price is raised to $1; estimated kill is 36,009 with 70,245 deer tags sold.
1933 - No open season; Conservation Congress, an advisory group representing public opinion registered at annual county hearings, begins to assist the Conservation Commission in establishing a deer management policy.
1934 - First bow deer season; estimated gun kill is 21,251 with 83,939 deer tags sold.
1935 - No open season.
1937 - Shortest deer season on record, three days.
1938 - Use of .22 rifle and .410 shotgun prohibited.
1939 - Licensed children between ages 12 and 16 must be accompanied by parent or guardian; buckshot prohibited statewide.
1941 - Deer predators rare, timber wolves nearing extinction; estimated gun kill is 40,403 with 124,305 deer tags sold.
1942 - Back tags required while deer hunting.
1943 - First doe and fawn season in 24 years. The 1943 season was unique in Wisconsin, with a "split season" with forked (>1" fork) bucks-only for 4 days followed by a 3-day closure and then 4 days of antlerless-only (128,000 harvest).
1945 - First year of 'shotgun only' counties; wearing red clothing required while hunting deer.
1949 - The 1949 season was an unusual any-deer hunt - bucks with more than a two-inch fork were protected (159,000 harvest).

1981 - Record registered deer kill of 166,673 with 629,034 licenses sold.
1982 - Another record registered gun kill of 182,715 with 637,320 licenses sold; three deer season fatalities.
1983 - Harvest continues to rise with another record registered gun kill of 197,600 with 649,972 licenses sold; experimental antlerless deer shunt in six southern management units to relieve crop damage.
1984 - Big jump in registered kill, fourth record harvest in a row of 255,726 with license sales totaling 657,969; handgun deer hunting allowed in shotgun areas; group hunting legalized.
1985 - Fifth consecutive record kill of 274,302 with 670,329 licenses sold; deer season extended in 21 management units; legislature further strengthens road hunting restrictions.
1986 - Gun deer season now nine days statewide; landowner preference program begins for Hunter's Choice permits.

1988 - Handguns permitted statewide.

1990 - License sales peak at 699,275. Another record gun kill of 350,040, including 209,005 antlerless deer; archers take 49,291 deer; pre-hunt herd estimate of 1.3 million; season extended for seven days in 67 management units.
1991 - First year of separate, seven-day muzzleloader season; third consecutive year of record gun harvest, 352,330; archery harvest jumps to 69,097; hunters allowed to buy more than one antlerless permit.
1992 - Natural Resources Board approves DNR secretary's recommendation to keep the gun season at nine days; new metro management units established around La Crosse, Madison and Milwaukee. After three record-breaking harvests, gun harvest drops to 288,820, still the fourth highest on record.
1993 - Pre-hunt herd population at 1 million with many units below prescribed goals; 34 units, mainly in the north, designated as buck-only units; license sales dip to 652,491; gun harvest at 217,584; archers take 53,008 deer; one fatality, 17 firearm injuries.
1994 - Gun harvest back up, by more than 90,000, to 307,629. Hunters Choice permit widely available; six northwest management units remain buck only; herd beginning to build up in southern agricultural range.
1995 - For the first time hunters can use their bonus or Hunter's Choice permits in either the gun, bow or muzzleloader seasons; gun harvest totals 398,002, a new state record; archers kill a record 69,269 deer; 32 firearm incidents, one fatality.
1996 - First October gun deer hunt since 1897; "Earn-a-Buck" rules, requiring hunters to harvest a doe before taking a buck, established in 19 deer management units in agricultural range; special four-day, antlerless-only season in October in all 19 of these DMUs. October gun harvest is 24,954 deer.
1997 - The safest gun season ever with one fatality and 10 injuries; 'Earn a Buck' provision scuttled; early Zone T (October gun) season in seven management units and three state parks.
1998 -Gun harvest of 332,254 is fifth highest; bow hunters take a record 75,301 deer, 18.5 percent of total; 19 firearm incidents with two fatalities; after a mild winter, most DMUs estimated to be above population goals; early October season held in one management unit, 67A.
1999 - Record gun harvest of 402,204 deer; record archery harvest at 92,203; licensed hunters at 690,194, second highest to date; resident deer license costs $20; non-resident license $135; early archery season, traditionally closed a week before November gun hunt, is extended in all 7 Zone T units through the Thursday preceding the traditional gun opener.
2000 - The gun harvest jumps by more than 125,000 deer to an all-time record of 528,494. With 694,712 licensed gun hunters, their success rate is an astonishing 76 percent. By comparison, in the 43 years from 1966 to 2009, the average success rate for gun hunters is 37 percent.
2001 - Routine testing by DNR, weeks after the close of hunting, reveals that three deer harvested in the Town of Vermont in Dane County had CWD, or chronic wasting disease. The gun harvest drops to 361,264, still the fifth highest on record and higher than any harvest prior to 1995. Archery harvest remains high at 83,120, so the total harvest is fourth highest on record. October and December Zone T gun hunts in 67 DMUs.
2002 - The DNR and hunters begin looking for answers after CWD is found for the first time in wild deer east of the Mississippi River. For two decades, the always fatal, contagious disease had been largely confined, in the wild, to deer and elk in Colorado and Wyoming. DNR reacts aggressively, setting up a CWD management zone, with expanded hunting, and a smaller disease eradication zone, with a 14-week gun hunt. DNR samples 41,000 deer statewide for CWD. License sales drop 10 percent.
2003 - Bow hunters harvest a record 95,607 deer. Gun deer license sales up 14 percent over 2002, climbing to 644,818. Earn-a-buck rules in effect and no bag limit in the CWD management zone in southwest Wisconsin; 115 wild deer test positive for CWD with all but two positives from the disease eradication zone.
2004 - Hunters set a new record with venison donations by giving 10,938 deer yielding nearly 500,000 pounds of venison for food pantries across the state. Widespread use of earn-a-buck and Zone T hunts. Bow hunters set yet another record, harvesting 103,572 deer. License sales up slightly to 649,955.
2005 - Top five gun deer harvest counties - all located in central Wisconsin - are Marathon (15,871), Clark (13,918), Waupaca (12,260), Shawano (11,748) and Jackson (11,461). DNR tests 4,500 deer in the agency's northeast region and CWD not detected.
2006 - Gun deer license sales at 644,906. Demographics show a gradually declining number of hunters nationwide due to a variety of changing social conditions. DNR, wildlife organizations and hunting clubs across state are ramping up efforts to encourage young hunters. NRB has approved a special, 2-day youth hunt in early October. Total gun harvest is 393,306, fifth highest on record.
2007 - Wisconsin's 156th deer season; archery harvest peaks at 116,010 deer; gun hunt now lasts 23 days in the CWD Zones; 57 of Wisconsin's 130 DMU's have earn-a-buck rules.
2008 - Most of southern Wisconsin now lies within the new CWD-management zone; focus has shifted to managing rather than eliminating the disease; rifles can be used to hunt deer in previously shotgun-only areas of the CWD zone; more than 642,000 licensed hunters kill 352,601 deer during all gun seasons.
2009 - The new "Mentored Hunting Program" is introduced, allowing any licensed hunter aged 18 or older to take any new hunter age 10 or older on a hunt. The mentor does not carry a weapon and stays within arm's reach of the novice. Nine-day gun hunt opens with unseasonably warm temperatures and heavy fog throughout much of the state. Gun harvest drops to 241,862.
2010 - Hunters may now divide a deer into up to five parts (four quarters plus the head attached to the spinal column and rib cage) to facilitate removal from the field. Hunting regulations are available on DNR's web site; 18 DMUs in the north have buck-only hunting during both gun and bow seasons to allow herd to grow in the north. No earn-a-buck units except in CWD zone.
2011-Archery season is permanently extended to run through the gun deer season. Hunters report higher deer numbers in north. There are no October herd control hunts outside the CWD Management Zone. . Earn-a-buck rules are completely eliminated by legislation statewide and hunters in the CWD Management Zone may shoot a buck first. Earn a Buck is replaced with "bonus buck". CWD detected in a doe harvested outside of Shell Lake in Washburn County, prompting sampling and public outreach. State hires independent deer trustee to review Wisconsin deer management. DNR embarks on multi-million, multi-year study to quantify various causes of deer death (whether by hunter, disease, weather, vehicle collision or predation by wolf, bear or coyote). More than 400 hunters volunteer help make the first year of field research a success.
2012 - For the first time since 1995, there are no October herd-control gun hunts anywhere in the state. CWD zone hunters can take additional bucks under "bonus buck" rules. Anyone may now hunt with a crossbow during any gun deer season. Hunter participation in deer field research remains strong; $5 introductory licenses for various game species are introduced to help recruit new hunters and encourage past hunters to return. Bowhunters set an all-time record harvest of bucks.
2013 - Rifles allowed for hunting statewide after research shows they pose no greater risk than shotguns even in more populated counties. Hunting allowed in most state parks for the first time for about a month in the spring and a month in the fall, with archery hunting in parks running longer. Citizen "action teams" working on the Deer Trustee Report complete their recommendations, the DNR prepares proposed changes to deer management and 35 public hearings are held statewide. One proposal: reduce the number of deer management units, either by combining units or managing deer by county. CWD surveillance expanded in Adams, Juneau and Portage counties after four deer test positive outside the CWD management zone in southern Wisconsin.
2014 -A crossbow season for deer is established for the first time, and the sale of crossbow licenses is robust. The crossbow season runs concurrently with the archery season, from mid-September through the first weekend in January. Crossbow permits are no longer limited to handicapped hunters or those aged 65 or older. Deer management units now coincide with county lines and fall under "farmland" or "forest" zones. After a second consecutive severe winter, antlerless permits are eliminated in 19 forest zone counties. As a precursor to a major change scheduled for 2015, a pilot program for electronic deer registration is established.
2015 - This year marks the first year of statewide electronic registration for recording harvested deer. Electronic registration allows hunter to use a telephone or a computer with internet access to record their deer harvest, as well as, honoring past traditions to register in-person at a number of stations statewide. County Deer Advisory Councils and citizen involvement through programs like the Deer Management Assistance Program continue to play a key role in decision making and resource and habitat management as we enter a new era of deer hunting in Wisconsin.

Wisconsin Youth Deer Hunts

MADISON - Two special deer hunting opportunities continue to provide an excellent opportunity for youth and disabled hunters to experience the outdoors, learn from mentors, and create lasting relationships with landowners and friends throughout the state.

This year's youth hunt gave hunters ages 10-15 an opportunity to get a hands-on introduction to hunting with help from experienced adult hunters. One hunter in particular from Medford, Wis., Collin Rausch, and his father, Brandon Rausch, used the youth hunt to create lasting memories.
Before he got a look at what would be his first deer, the younger Rausch saw a porcupine wandering near his hunting blind. After a group of deer entered the area, he stayed patient and waited for the right opportunity to shoot with help from his dad.
"One thing I have always stressed with Collin is to wait for the right shot," said Brandon Rausch. "After about 10 minutes of patiently waiting, he chose his target and made a great shot."
Collin harvested his first deer, a doe, while learning an important lesson.
"Youth deer hunting weekend helps ensure that young hunters get the quality training they need for lifelong participation," said Adam Murkowski, DNR assistant big game ecologist.

Disabled Deer Hunt
More than 100 landowners in 46 counties enrolled their land in the 2015 disabled deer hunt, which ran from Oct. 3-11. The disabled hunt has continued to provide opportunities for disabled hunters to work closely with landowners to deer hunt in Wisconsin, and feedback from hunters and cooperators alike has been positive.
"The department remains grateful to the many landowners, organizations and volunteers who work hard to provide this high quality experience. Without their help and dedication these opportunities wouldn't be available to many hunters," said Murkowski.
Landowners interested in enrolling their property to host a disabled deer hunt in the future should do so by June 1, 2016. Assistance to disabled hunters and landowners may also be possible in certain parts of the state through organizations dedicated to enhancing outdoor recreational opportunities for disabled persons.
